Yesterday, President
Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via a
digital system to consider a number of issues of state life.
The first floor was given the Chairperson of the
Mejlis D. Gulmanova, who informed about the development of bills aimed at legal
regulation of various spheres of state life. In particular, it was noted that
working groups are making changes and additions to the Code of Administrative
Offenses, the Tax Code, the Laws “On Automobile Transport”, “On the Ombudsman”,
and “On Civil Service”.
It was also reported that preparations are underway
for the meeting of the Halk Maslakhaty, dedicated to the 33rd anniversary of
the independence of the Fatherland. This work is being carried out jointly with
the Halk Maslakhaty, the Cabinet of Ministers, relevant ministries and industry
departments, khyakimliks and large public organizations. In order to explain to
the public the historical significance of the upcoming forum, which plays an
important role in the socio-political life of the state, various events are
held, and articles on this topic are published in the media, on the pages of
newspapers and magazines.
At the same time, it was noted that at present, on the
occasion of another glorious anniversary of Turkmenistan's independence,
activities are being carried out to nominate citizens who have achieved great
labor success in the political, economic and cultural spheres for state awards.
The head of the national Parliament also reported that
credentials were received from the Ambassadors Extraordinary and
Plenipotentiary of the Kingdom of Cambodia, the Republic of Mauritius, and the
Federal Republic of Somalia accredited in Turkmenistan. Deputies of the Mejlis
participated in conferences organized by the United Nations Development Program
and the UN Children’s Fund together with the relevant government agencies of
our country.
Summarizing the information, President Serdar
Berdimuhamedov noted that one of the tasks of the Parliament is to develop new
bills that correspond to the realities of the time. The emphasis was also
placed on proper preparation for the celebration of the 33rd anniversary of the
independence of the Fatherland.
Then Deputy Chairman of the Cabinet of Ministers H.
Geldimyradov reported on the ongoing preparations for the scientific and
practical conference “Digital and ‘green’ economy – a factor in ensuring
sustainable economic growth”.
As noted, the forum will be organized by the Ministry
of Finance and Economy on September 20 of this year in accordance with the
“List of exhibitions, fairs, conferences and festivals scheduled for holding in
2024 by ministries and industry departments” approved by the President of
Turkmenistan. The issues discussed included development of industries,
financial and economic and monetary policy, labor relations, standardization,
measures taken to form a digital and ‘green’ economy, digitalization of the
social protection sphere, etc.
After hearing the report, President Serdar
Berdimuhamedov ordered to properly prepare for the scientific and practical
conference dedicated to the economic development of the country. The main
objective of the forum is to widely cover the large-scale activities carried
out in Turkmenistan aimed at the socio-economic development of the sovereign
Homeland, the head of state emphasized, addressing the Deputy Prime Minister
with relevant instructions.
Then Deputy Chairman of the Cabinet of Ministers B.
Amanov reported on measures for the logistical support of drilling operations
at gas wells of the Galkynyş field of the Türkmengaz State Concern.
It was reported that steps are being taken to
gradually develop this field.
To ensure uninterrupted operation at the first stage
of development of the Galkynyş field, it is planned to drill several additional
wells. In this regard, it is necessary to purchase specialized equipment.
The corresponding proposal was submitted to the head
of Turkmenistan for consideration.
After hearing the report, President Serdar
Berdimuhamedov emphasized that with the accelerated development of oil and gas
fields and the drilling of new wells, there is a need to equip this complex
with modern equipment. Having approved the proposal to provide the Galkynyş
field with the means used in drilling, the head of state instructed the Deputy
Prime Minister to carry out the relevant work in this direction.
Then Deputy Chairman of the Cabinet of Ministers T.
Atakhallyyev reported on the progress of seasonal agricultural campaigns, as
well as on the preparations for the upcoming cotton harvest season in the
velayats.
As noted, with the blessing of the President of
Turkmenistan, the regions of the country have begun sowing grain in an
organized manner. Steps are being taken to conduct sowing in accordance with
agro-technical requirements, as well as for the effective operation of the
agricultural machinery involved, providing producers with high-quality wheat
seeds. It was reported that in order to obtain rich harvests and strengthen
food abundance in the velayats, care for potato, vegetable and other crops
continues.
Care for cotton is in the final stage, measures are
being taken for an organized start of the harvesting season. Cotton gins,
receiving points, vehicles for transporting raw cotton and other agricultural
machinery have been prepared for the season.
In order to timely collect the grown cotton crop and
organize the harvesting campaign at the proper level, the Deputy Prime Minister
asked President Serdar Berdimuhamedov for permission to hold seminars with the
participation of experienced farmers, specialists, scientists and machine
operators, as well as to set a date for the start of the ‘white’ harvest with
the participation of respected elders.
After hearing the report, the head of state noted the
importance of continuing the comprehensive development of the agro-industrial
complex and improving its work. Having focused on the issues of proper sowing
of wheat, the President of Turkmenistan gave instructions to use high-quality
seeds and effectively use modern equipment during the sowing campaign. At the
same time, the Deputy Prime Minister was assigned to properly approach the
cultivation of rich harvests of other agricultural crops.
Continuing with the topic, addressing the participants
of the meeting, the head of state emphasized that an important and responsible
time in agriculture is approaching – cotton harvesting.
In order to organize this campaign, President Serdar
Berdimuhamedov gave his blessing for the start of the ‘white’ harvest in the
velayats on September 11, addressing the honorary elders with a request to give
it a start with the words “Bismilla!”
The head of state wished the courageous cotton growers
and all agricultural workers great success in their work. Then Deputy Chairman
of the Cabinet of Ministers B. Annamamedov reported on the measures taken to
modernize the enterprises of the Türkmenhimiýa State Concern to increase the
production of high-quality products in demand in the domestic and foreign
markets.
In this context, a report was made on the
comprehensive work being carried out to increase the capacity of the Maryazot
Production Association. In this regard, the specialists of the State Concern
prepared a technical assignment for the design and turnkey construction of a
new complex for the production of mineral fertilizers with external engineering
systems.
As noted, the implementation of this project will
increase the range of mineral products manufactured in the country, fully
satisfy the needs of domestic agricultural producers for fertilizers, and also
supply surpluses to foreign countries.
In this regard, a corresponding proposal was submitted
to the President of Turkmenistan for consideration.

Berdimuhamedov emphasized the importance of creating new modern production
facilities in the country that meet the requirements of the time.
In general, supporting the proposal to build a complex
for the production of mineral fertilizers in Mary etrap of Mary velayat, the
head of state instructed to carry out appropriate work to justify it.
Then Deputy Chairman of the Cabinet of Ministers B.
Atdayev reported on the work being done to further develop trade and economic
cooperation between Turkmenistan and foreign countries.
It was reported that one of the important areas of
foreign trade is the constant improvement of trade operations in accordance
with international standards, the introduction of modern technologies and a
digital system into work.
The Deputy Prime Minister informed that on March 11 of
this year, a Memorandum of Understanding was signed between the Ministry of
Trade and Foreign Economic Relations of Turkmenistan and the German Society for
International Cooperation (GIZ) within the framework of the regional project
“Simplification of Trade Procedures in Central Asia”.
In order to implement the Memorandum, a draft Action
Plan was jointly developed, which is planned to be implemented by the end of
2024. This document was submitted to the head of Turkmenistan for
consideration.
After hearing the report, President Serdar Berdimuhamedov
noted that the development of trade and economic interaction with the countries
of the world, including the countries of the region, is an important task.
Trade operations should be constantly improved in
accordance with international standards, the President of Turkmenistan
emphasized, focusing on simplifying business processes through the introduction
of advanced technologies and a digital system.
In this regard, the Deputy Prime Minister was
instructed to carry out relevant activities within the framework of the
regional project “Simplification of Trade Procedures in Central Asia”.
Then Deputy Chairwoman of the Cabinet of Ministers M.
Mammedova reported on the Plan of celebrations and events dedicated to the 33rd
anniversary of Turkmenistan’s independence.
As reported, on the occasion of the significant date
of the national calendar, various conferences, exhibitions, creative meetings,
educational and song-musical events are planned for September.
The events of the current month include the final
round of the TV contest “Ýaňlan, Diýarym!”, flower-laying ceremonies at the
monument to Magtymguly Fragi in the cultural and park complex “Magtymguly
pyragy” and at the Independence Monument, an exhibition of works of fine and
decorative art “Arkadag Serdarly Watanyň şöhraty Garaşsyzlyk!”, summing up the
results of the President of Turkmenistan’s contest “Türkmeniň Altyn asyry”,
honoring citizens granted state awards, a ceremonial parade, festive concerts,
fireworks, horse races, etc.
Theaters and cinemas will host premieres of plays and
films, and film and concert centers will host song and music festivities. A
number of events are planned to be held in museums, libraries, historical and
cultural complexes of the country.
The media will widely cover the achievements of the
sovereign Homeland. The State Committee for Television, Radio Broadcasting and
Cinematography has planned to show documentaries, videos, and programs of
various content. Work is also underway to broadcast materials about our country
on foreign TV channels.

anniversary of the sacred independence of the Homeland. In this regard, it is

instructions to the Deputy Prime Minister.
Then, Deputy Chairwoman of the Cabinet of Ministers of
Turkmenistan B. Orazdurdyeva reported on the issue of creating scientific and
practical electronic journals in some higher educational institutions of the
country. As noted, thanks to the efforts of President Serdar Berdimuhamedov,
the Fatherland is improving the work on training highly qualified specialists
in accordance with the world level, all conditions are being created for using
the broad capabilities of the digital system in further activating the
scientific and creative activities of young scientists and students.
Guided by the task defined in the Program “Revival of
a New Era of a Powerful State: National Program for the Socio-Economic
Development of Turkmenistan in 2022-2052”, organizational work is underway to
include higher education institutions in the international ranking.
In order to widely popularize the scientific activity
and results of innovative developments of young domestic scientists in the
scientific and educational space of the country and the world, it is considered
appropriate to create a scientific and methodological electronic journal
“Questions of Philology” at the Turkmen National Institute of World Languages
named after Dovletmammet Azadi, and a scientific and practical electronic journal
“Innovative Economy and Sustainable Development” at the Turkmen State Institute
of Economics and Management and bring them to readers via the Internet once a
quarter in Turkmen, English and Russian.
The proposed electronic journal “Questions of
Philology” is planned to publish articles by domestic and foreign scientists
and students on theoretical and practical issues of philology, history of
languages and literature of the peoples of the world, including Turkmen,
teaching methods, translation activities, etc.
The pages of the electronic journal “Innovative
Economy and Sustainable Development” will publish materials on the theory of
economics and economic growth, in particular, innovative economy, scientific
foundations of sustainable development, issues of the financial and banking
system, which will provide opportunities for the exchange of experience between
scientists, experts, businessmen and students.
After hearing the report, President Serdar
Berdimuhamedov emphasized the importance of disseminating scientific research
conducted in the country through a digital system, supporting the proposal to
create scientific and practical electronic journals in individual universities:
“Questions of Philology” – at the Turkmen National Institute of World Languages
named after Dovletmammet Azadi and “Innovative Economy and Sustainable
Development” – at the Turkmen State Institute of Economics and Management.
Then Deputy Chairman of the Cabinet of Ministers,
Minister of Foreign Affairs R. Meredov reported on the preparations for the
participation of the delegation of Turkmenistan in the 79th session of the
General Assembly of the United Nations, which will open on September 10 of this
year.
In this regard, it was emphasized that the expansion
of strategic cooperation with the UN is one of the priority vectors of the
foreign policy of the Fatherland. The world community fully supports the
regional and international initiatives of our country to ensure security and
sustainable development, environmental protection, building up fruitful
cooperation in the political, economic, energy, transport and other spheres.
Turkmenistan’s constructive proposals are reflected in
resolutions and other documents of the United Nations. To date, 26 UN General
Assembly resolutions initiated by our country have been unanimously adopted.
Along with this, it was noted that Turkmenistan was elected 8 times as
Vice-Chairman of the sessions of the General Assembly of the United Nations,
and is also a member of 10 commissions and councils of the UN and its
specialized agencies. Representative offices of 9 specialized UN structures
operate in our country, with which more than 40 projects are currently being
implemented.
It is expected that a high-level week will be held
within the framework of the upcoming UN General Assembly session from September
24 to 30. The Future Summit and other related events are planned for September
22-23.
With the support of the head of state, Priority
Positions of Turkmenistan at the 79th session of the UN General Assembly have
been prepared, including a number of topical areas. At the same time,
strengthening global peace and security is designated among the most important
vectors. In this context, it is planned to conduct joint work with foreign
states and relevant UN structures to develop a Global Security Strategy. The
session also envisages the proposal of a draft Resolution “Permanent Neutrality
of Turkmenistan” on the occasion of the 30th anniversary of the Fatherland’s
neutral status. In addition, a number of events are planned for next year to
implement the UN General Assembly Resolution on the proclamation of 2025 as the
International Year of Peace and Trust.
Turkmenistan consistently advocates for increasing
multilateral cooperation in achieving sustainable development at the
international and regional levels. In this regard, our country proposes to
begin developing a Global Framework Program for the Transition to a Circular
Economy, preparing a draft Action Plan for the Implementation of the UN Decade
on Sustainable Transport for 2026-2035, and creating an Alliance for Global
Energy Security and Sustainable Development.
Turkmenistan also actively participates in the efforts
of the world community on climate issues and maintaining environmental safety.
Within the framework of the next session of the UN General Assembly, work will
continue on the establishment of the Regional Center for Climate Change
Technologies in Central Asia. In addition, in accordance with the Resolution on
the consideration of the conditions for the establishment of a UN Special
Program for the Aral Sea Basin, consultations will be organized at the
initiative of our country.
A number of current areas of cooperation include the
preservation of the natural resources of the Caspian Sea. In this context, it
is planned to hold the Caspian Environmental Forum in Turkmenistan in November
2025.
Our country also attaches great importance to the
intensification of multilateral humanitarian cooperation. In this regard, it is
proposed to form a Dialogue of regular international consultations on the
implementation of the agenda “Women, Peace and Security”. At the same time, in
order to implement the international plan “Youth, Peace and Security”, relevant
work will be carried out on the Youth Dialogue of Central Asia, established at the
initiative of Turkmenistan.
Summarizing the report, President Serdar
Berdimuhamedov noted that the cooperation of the independent neutral Fatherland
with the United Nations is multifaceted and enriches its content every year. In
this regard, the head of state instructed the Deputy Prime Minister and the
head of the Ministry of Foreign Affairs to ensure an appropriate level of
preparation for Turkmenistan’s participation in the 79th session of the UN
General Assembly.
Then the Director General of the Agency for Transport
and Communications under the Cabinet of Ministers M. Chakyev reported on the
work being done to modernize the regulatory framework of the transport and
communications complex in accordance with the requirements of the time.
In this regard, information was provided on taking the
necessary measures in this direction, and relevant proposals were also
submitted to the head of state for consideration.
After hearing the report, President Serdar
Berdimuhamedov emphasized the importance of ensuring that the regulatory
framework of the transport and communications complex complies with modern
standards. Having approved the proposals submitted, the head of state
instructed the head of the Agency to continue the relevant work.
Concluding the next meeting of the Cabinet of
Ministers via the digital system, President Serdar Berdimuhamedov wished its
participants good health, family well-being and great success in their work for
the prosperity of the sovereign Homeland.
