The process of the formalization of the legal status of the world’s biggest landlocked water body – the Caspian Sea, began in November 1996 in Ashgabat at the first meeting of the ministers of foreign affairs of the Caspian states.
In parallel with elaboration of the basic document – the Convention on the legal status of the Caspian Sea, the littoral Caspian states were carrying on the development of the documents in separate areas of the regional cooperation. First five-sided document was the Framework convention for the protection of the marine environment of the Caspian Sea (the Teheran Conference), signed in November 2003.
Up to date four protocols of the convention were adopted – on fight against oil spillage (Aktau protocol), on protection from pollution from land resources, (Moscow protocol), preservation of the biological diversity (Ashgabat protocol), assessment of the impact on environment in trans-border context.
Teheran convention came into force on 12th August 2006. That day – 12th August – is marked in the region as the Day of the Caspian Sea. Summits of the Heads of the littoral Caspian States provided a powerful impulse for the negotiation process.

05.07.2019. President Gurbanguly Berdimuhamedov held extended session of the Cabinet of Ministers where outcomes of work of national economy have been summed up for the first half of the year.

Highlighting the points of agenda, the Head of the state gave floor for report to Minister of Finances and Economy B. Bazarov who informed that stable development remains in all branches of national economy by the outcomes for January – June 2019.

As of July 1 of this year, the revenue of the State budget has reached 103.5 percent while expenditure part is 84.9 percent.

40 sessions of the Balance commission including 39 regional sessions have been held for the first half of the year.

The volume of drawn investments from all sources of financing was 16 billion manats or 26.6 percent in relation to the GDP for the period under review. The investment programme has been fulfilled by 41.5 percent.

03.07.2019. President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council. The agenda included the outcomes of work of military and law enforcement agencies for the first half of 2019 as well as perspective objectives.
First, Secretary of the State Security Council, Minister of National Security Ya. Berdiyev made report on integrated measures for provision of stable development of the country, law and order, strengthening of personnel potential of security forces. Information about the work for improvement of social and living conditions of military personnel and their families has been presented.
Outcomes of work of the structure under his command for the period under review were separate subjects of the report.
Having listened to the report, the President focused on the priority vectors of defensive Military doctrine, which outlines the functions of security forces in the context of the policy of neutrality, friendship and goodwill. Having outlined the modernization of equipment and facility base of the Armed Forces, training of personnel among the main objectives for near future, the Head of the State noted the importance of the events of patriotic education character.

02.07.2019. President Gurbanguly Berdimuhamedov made working trip around the capital, inspected number of important construction sites, which would adorn Turkmen capital with new facilities soon, having improved its status as the centre of business, political, financial and investment activity.
The Head of the State looked around the facilities, which are built in the southern part of the city by French Bouygues Bâtiment International, old business partner of our country. New facilities include International Congress Centre and fashionable hotel, the State Tribune, buildings of the State Commercial Bank Türkmenbaşy and Joint Stock and Commercial Bank Senagat. All buildings designed in a way to merge organically to single architectural ensemble of the capital, which is distinguished by monumentality and special style.
The President of Turkmenistan notes that local natural landscape has to be taken into account while building the facilities in this part of the city – picturesque mountain view and modern facilities have to match each other. This requirement sets rather complicated artistic objectives to architects and designers but at the same time, makes the work to be more interesting as well as makes the view of the city to be more attractive.

29.06.2019. The Institute of International Relations of the Ministry of Foreign Affairs hosted the presentation of the second book of President Gurbanguly Berdimuhamedov “Turkmenistan – the Heart of the Great Silk Road”, which was published in Turkish and Ukrainian languages.
Heads of diplomatic mission and representatives of international organizations accredited in Turkmenistan, lecturers and students of high educational institutes, representatives of mass media took part in the ceremony.
Opening the meeting, the Director of the Institute of International Relations highlighted that monograph of Turkmen leader reflects the concept of modern development of Turkmenistan, which is based on historical experience, traditions of peace-making and good neighbourliness, honouring of spiritual heritage of the nation. Right after the publication, both the first and the second books “Turkmenistan – the heart of the Great Silk Road” became very popular I our country and abroad.
